I recommend you to give each of the methods below a try until the Notes crashing problem is repaired.
Some of iPhone and iPad users fixed the iOS 10 Notes shutdown by a hard reboot. It is quite easy to force restart an iPhone or iPad.
iPhone 7/7 Plus: Press and hold the Sleep/Wake and Volume Down buttons together until Apple logo comes back on again to force reboot the iPhone 7 and iPhone 7 Plus.
Other iPhone and iPad: Press and hold the Sleep/Wake and Home buttons simultaneously until Apple logo appears. Then release both buttons to reboot the device.
