If you want to fix “not allowed to sync” problem, you can turn off iCloud Photo Library. Go Settings>Apple ID>iCloud>Photos>iCloud Photo Library> switch it off and choose Remove from iPhone or Download Photos and Videos (Note “Remove from iPhone” will delete photos on iCloud but not on iPhone.)
