How to Wipe an iPad without Password and iTunes

Go to icloud.com/#find, and sign in with your Apple ID. After logging in, you will see a list of all iOS devices that are linked to your Apple ID.

Tap on the device you are trying to erase and hit Actions option at the bottom of the screen. Then click "Erase [device]" to erase your device and passcode.
With these two methods, I believe you can erase iPad without iTunes and reset your iPad password. But base on my experience, the first method I introduced will be more workable especially when you do not enable Find My Phone, just give it a try.
